அனைத்து மத்திய அரசு ......... மாநில அரசு....... பொதுத்துறை ஊழியர்களுக்கும் கோரிக்கைகளை முன்னெடுக்கும் முன்னோடியான சம்மேளனமாக நம் NFPE விளங்கும் என்பது கடந்த கால வரலாறு. அதனால் தான் NFPE இயக்கத்தை ' THE VAN GUARD OF THE CENTRAL GOVERNMENT EMPLOYEES MOVEMENT ' என்று அன்றே கூறினார்கள். இன்றும் அந்த வழியில் நாம் முன்னெடுத்தோம் கோரிக்கைகளை ! வென்றெடுப்போம் நாளைய வெற்றிகளை ! இதுவே எதிர்கால வரலாறு !

ஒரு சில இடங்களில் நம் தோழர்கள் தம்மைத் தாமே பரிசீலிக்க வேண்டிய நேரமிது .. தனிப்பட்ட மன உணர்வுகள் இயக்கத்தை சிதைத்துவிடும் என்பதை அவர்கள் உணர வேண்டுகிறோம்..... இயக்கம் இருந்தால் தான் அவர்களே இருப்பார்கள் என்பதையும் அவர்கள் உணர வேண்டுகிறோம்....... தம் மன நிலைகளில் மாற்றம் பெற நாம் அன்போடு வேண்டுகிறோம் ...... அந்த இடங்கள் வெகு சிலவேனும் ........ அவற்றைக் குறியிட்டுக் காட்ட நாம் மனம் ஒப்பவில்லை எனினும் ....... தேவை அவர்களின் மன மாற்றமே ! அது அவர்களே அறிய ...... உணர வேண்டிய உண்மையாகும். அந்த திசை நோக்கி சிந்திக்க அன்புடன் வேண்டுகிறோம் ..... நம் அடுத்த கட்ட போராட்டம் 90% வெற்றி அல்ல ....100 க்கு 100% வெற்றிக்கான இலக்காக இன்றே மனதில் கொள்ள வேண்டுகிறோம்.

இன்றே கோரிக்கை தீர்வு நோக்கி மத்திய அரசு பரிசீலிக்க , தீர்வு காண அதன் அனைத்து துறைகளிலும் நிர்ப்பந்திக்கப்பட்டுள்ளது. பாராளுமன்றத்தின் அனைத்து அரசியல் கட்சிகளிடமும் நம் கோரிக்கையின் குரல் ஓங்கி ஒலிக்கப்பட்டுள்ளது . தனித்து நின்றவர்கள் எல்லாம் , தடுக்கி விழுந்தவர்கள் எல்லாம் , அன்றைக்கு மீசையில் ஒட்டிய மண்ணை இன்றைக்கு NFPE துடைக்கும் என்று எண்ணுகிறார்கள் ...... இந்த ஆலவிருட்ச நிழலில் தாங்கள் காய் பறித்து 'கதைக்கலாம்' என்று எண்ணுகிறார்கள் . இது நூறாண்டுகள் கடந்த இயக்கம் ..... அனைத்து தொழிலாளர்கள் இயக்கங்களுக்கும் முன்னோடியான இயக்கம் .... நேற்று பெய்த மழையில் முளைத்த காளான்கள் ...... மழை முடியுமுன்னரே அழிந்த வரலாறு தான் இங்குண்டு .

65 ஆண்டுகள் ஆட்சிக் கட்டிலில் கடந்த காங்கிரஸ் பேரியக்கம் , 'இரும்பு மனிதர்' என்று பகரப்பட்ட இந்திரா காந்தி அம்மயாராலேயே தமக்கென 1968இல் உருவாக்கிய FNPO இயக்கம், 44 ஆண்டுகள் கடந்த பின்னரும் , இன்று வரைகூடNFPE க்கு எதிராக 15% உறுப்பினரின் நம்ம்பிக்கையை கூட பெறமுடியவில்லை என்பது இயக்க வரலாறு .

வலிமை வாய்ந்த பாரதீய ஜனதா அமைச்சர்கள் அத்வானி, வாஜ்பாய் போன்றோர்கள் , 1977 ஜனதா கட்சி அரசில் , தமக்கென உருவாக்கிய BPEF இயக்கம், 35 ஆண்டுகள் கடந்த பின்னரும் , NFPE க்கு எதிராக 5% உறுப்பினரின் நம்பிக்கையை கூட பெற முடியவில்லை என்பதும் இயக்க வரலாறு.

இன்று நம்மால் தோற்றுவிக்கப்பட்ட 'அய்யாக்கள் ' நாளைய வெற்றியை பங்கு போடும் ' அப்பாக்களா ?' அப்படியாயின் அவர்கள் ஏழு நாட்கள் தனித்தே போராடி என்ன செய்தார்கள்? . 'கருணையோடு பரிசீலிப்பீர்கள் என்பதால் காலவரையற்ற வேலை நிறுத்தத்தை கைவிடுகிறேன்' என்று தாமே ஓடிப்போய் கதறியழுது ஏன் சொன்னார்கள்? 17.12.2008 வேலைநிறுத்த மாவீரர்கள் , கோபிநாத் கமிட்டியை விடுத்து , ஓராண்டு கழித்தும் ' நடராஜமூர்த்தி' கமிட்டியின் அறிக்கையைக்கூட பெறமுடியாத நிலை போலத்தான் இதுவும். அதுவும் கூட NFPE இன் 06.10.2009 காலவரையற்ற வேலை நிறுத்த அறிவிப்பின் பின்னாலே 09.10.2009 இல் வெளியிடப்பட்டது போலத்தான் இன்றைய நிலையும் .

குப்பைகளைத் தூக்கி எறியுங்கள் . ஊழியர்களை ஒன்று படுத்துங்கள். எதிர்காலம் இருண்ட காலமாக இருக்கிறது . அதில் NFPE என்ற ஒளி விளக்கு ஒன்றே பாதை வகுக்கும் என்பது நம் வரலாறு . தனியார்மய காலத்தில், அந்நிய மய காலத்தில் , நம் தொழிற்சங்கப் பாதை நிச்சயம் மலர்ப்பாதை அல்ல . முட்களும் , பாம்புகளும் நிறைந்ததே அந்தப் பாதை. ஆனாலும் அதில் பயணிக்க வேண்டியே உள்ளது .

சங்கம் அமைக்கக் கூட தடை போடப்பட்டு மனமகிழ் மன்றம் அமைத்தும் தொழிற்சங்கப் பாடம் சொல்லி ஊழியர்களை ஒன்று திரட்டி, தன்னை இழந்த பாபு தாராபாதா போன்ற உத்தமத் தலைவர்களின் வரலாற்றை நாம் நினைவில் கொள்வோம். அந்த திசை நோக்கி பயணிப்போம்.

போராட்டத்தில் உடன் நின்ற ஆயிரம் ஆயிரம் அன்புத் தோழிய/ தோழர்களுக்கு மாநிலச் சங்கத்தின் நெஞ்சார்ந்த நன்றி ! கோட்ட/கிளைச் செயலர்களுக்கும் சங்க முன்னோடிகளுக்கும் நம் நெஞ்சார்ந்த நன்றி. ! தொழிற்சங்க வரலாற்றில் இறுதிப் போராட்டம் என்று எதுவுமே இல்லை!

இன்றைய நம் இலக்கு ஏழாவது ஊதியக்குழு உள்ளிட்ட 15 அம்சக் கோரிக்கைகளின் நிறைவே! அந்த திசை நோக்கி அடுத்த கட்ட போரட்டத்திற்கு நாம் தயாராவோம்.

15.10.2012 அன்று  தொழிலாளர் நல ஆணையர் முன்னிலையில் அழைக்கப் பட்ட முத்தரப்பு பேச்சுவார்த்தையில் ,  நிர்வாகத் தரப்பில் CPMG TN  சார்பாக முதலில் , ஏற்கனவே 05.10.2012  அன்று  ஊழியர் தரப்புடன் பேச்சு வார்த்தை நடைபெற்று விட்டதாகவும் , அதன் அடிப்படையில் MINUTES  அளிக்கப்பட்டு  அதன் மீது  நடவடிக்கை  தொடங்கி   விசாரணை நடந்து வருவதாகவும்   ஆகவே  இதனையும் மீறி  ஊழியர் சங்கங்கள் வேலை நிறுத்தத்தில்  ஈடுபடக்கூடாது  என்றும்  ஒரு கடிதம் அளிக்கப்பட்டது . மேலும் பேச்சு வார்த்தை  நடத்துவதாக ஏற்கனவே ஒப்புக் கொண்டிருந்தாலும்  இந்த சூழ்நிலையில் இனி பேச்சு வார்த்தை  நடத்திடவேண்டாம் என்றும்  நிர்வாகம் முடிவாக இருந்தது.

நாம் ஏற்கனவே  அளித்த MINUTES  மீதான கடிதத்தை சுட்டிக் காட்டி , எவ்வளவு தூரம் தவறான தகவல்கள் நிர்வாகத்தால் அளிக்கப் படுகின்றன என்பதை  விளக்கினோம் . மேலும்  விசாரணை எங்கு நடைபெறுகிறது  என்பது குறித்து எவருக்காவது  தகவல் தெரியுமா ? அப்படி  ரகசிய விசராணை நடைபெற்றால் அது சரியா ?  இந்த விபரம் அறிவிக்கையாக  வெளியிடப்படாமல் விசாரணை அதிகாரி  தனக்கு சாதகமான சாட்சியங்களை மட்டும் கூட்டி விசாரிக்கிறாரா ? எவர் எவரிடம் விசராணை செய்தார்  என்றெல்லாம்  நாம் எழுப்பிய கேள்விகளுக்கு நிர்வாகத் தரப்பில்  சரியாக பதில் அளிக்க முடியவில்லை . இதனால் கோபம் அடைந்த  தொழிலாளர் நல ஆணையர் " உங்கள் செய்கை வேலை நிறுத்தத்தை நிறுத்துவதற்கு பதில்  தூண்டுவதாக உள்ளது . இப்படியெல்லாம் செய்தால் CABINET SECRETARY  அளவில் REPORT  அனுப்ப வேண்டியிருக்கும்" என்று  நிர்வாகத் தரப்பை எச்சரித்தார்.  விசாரணை என்பது வெளிப்படையாக அறிவிக்கப் பட்டு   அனைவருக்கும்  புகார் அளிக்க வாய்ப்பு அளிக்கப் படவேண்டும் என்றும் , அதனை  புகாருக்குள்ளான அதிகாரியின் CADRE க்கு  மேலான பதவியில் உள்ளவர் தான் மேற்கொள்ள வேண்டும் என்றும் , விசாரணையின் எல்லை வரம்பை  விரிவு படுத்தி TERMS OF REFERENCE  அளிக்கப் படவேண்டும் என்றும்  நிர்வாகத்தை அறிவுறுத்தினார்.

உடன் CPMG  அவர்களை  தொடர்பு கொண்டு   பேச்சு வார்த்தையை அறிவிக்க வேண்டும் என்று  உத்தரவிட்டார் . எனவே வேறு வழியில்லாமல் பேச்சு வார்த்தைக்கு  நேரம் கேட்டுப் பெறப்பட்டு அறிவிக்கப் பட்டது . இதன் படி 16.10.2012 அன்று காலை 10.30 மணியளவில் மீண்டும் பேச்சு வார்த்தை  நடைபெற வுள்ளது .  

OVER RS. 750 CR LYING IN INACTIVE POST OFFICE SAVING ACCOUNTS

The government today said around Rs 752 crore is lying as unclaimed deposits in more than 2.49 crore inactive savings accounts in post offices.

"Rs 752,44,57,414.03 is the amount lying in all inactive (silent) accounts as on March 31, 2011 in 2,49,59,446 accounts," Telecom Minister Kapil Sibal said in a written reply to Lok Sabha.

West Bengal led the tally of unclaimed deposits with over Rs 107 crore lying in 20.16 lakh accounts, followed by Tamil Nadu (Rs 105.87 crore in 62.72 lakh accounts) and Uttar Pradesh (Rs 68.61 crore in 21.74 lakh accounts).

"The depositor of such account can activate the account at any time by transaction. Notices are issued every year to the account holder of such accounts who are not maintaining minimum balance. Special drives are launched to re-activate such accounts by issuing notices and giving information through electronic media," Sibal said.

Responding to another query, Sibal said 79,604 complaints for non-delivery of Registered Letters, 41,794 for Speed Post and 8,257 related to Parcels were received in the April-June, 2012 period.

"Of these, 73,077 complaints for registered post, 38,154 for Speed Post and 6,147 for Parcels were addressed. As on June 30, 2012, 6,527 complaint cases of Registered Letters, 3,640 cases of Speed Post and 2,110 cases of Parcels are pending," Sibal said.

The major reason for the pendency are involvement of more than one postal circle/state in processing the complaints, time taken in making detailed inquiry or investigation and non-submission of the required details by the complainant in some cases, he added.

The Minister added that during 2009-10, 2010-11 and 2011-12, departmental action has been initiated in 1,287 cases against postal employees and penalties have been imposed in 1,157 cases for non-delivery and loss of articles etc.

In a separate reply, Minister of State for Communications and IT Sachin Pilot said the Department of Posts' (DoP) volume as well as revenue from speed post has continuously increased over the years.

"The volume of Speed Post has increased from 21.14 crore in 2008-09 to 24.08 crore in 2009-10, 27.45 crore in 2010-11 to 39.19 crore in 2011-12," Pilot said.

Revenues from speed posts have also grown from Rs 515 crore in 2008-09 to Rs 614 crore in 2009-10, Rs 749 crore in 2010-11 and Rs 900 crore in 2011-12, he added.

MONEY ORDER TRHOUGH SMS - TRAILS COMPLETED AND THE SERVICES ARE EXPECTED TO BE LAUNCHED SOON -- NEWS

Here is a good news for the customers of postal services. Now, the money orders will become hassle-free and can be disbursed via an SMS. The trials are completed and the services are expected to be launched soon.

The state-owned Bharat Sanchar Nigam Limited (BSNL) has developed a customized application to facilitate money order service to 155,000 post offices across India. BSNL is the technology enabler and this service will remain operator neutral.

Speaking to CIOL, BSNL CMD RK Upadhyay said that they are working as per the memorandum of understanding (MoU) signed with the department of post (DoP). "We are in the final stages of service rollout" he informed.

The government initially chose Bihar and Punjab to initiate the service since a lot of immigrant workers hail from these states.

India Posts Secretary, Manjula Prasher had on an earlier occasion told CIOL that mobile money orders would be a good initiative to help immigrant workers who remit money to their home states.

The project will empower designated post offices with mobile devices that have pre-embedded the application. While transferring, the remittance senders' need to furnish basic details that includes receivers' mobile number.

The receiver will get a 16-digit transaction code via SMS from which money can be claimed from a local post office. The government has planned to allow instant money order service up to Rs. 50,000.

Government limit 500 words for filing RTI Act

The government has put a word limit of 500 words for filing an application under the Right to Information (RTI) Act.
Besides this, a new format has been devised for filing an appeal to the Central Information Commission under the transparency law.
The government has also made it mandatory for an appellant or his authorised representative to appear before the CIC either in person or through video-conferencing, according to new rules notified on July 31.
An application "shall be accompanied by a fee of rupees ten and shall ordinarily not contain more than five hundred words, excluding annexures, containing address of the Central Public Information Officer and that of the applicant," the new rules said.
Earlier, there was no word limit in seeking information. However, the rules said that "no application shall be rejected on the ground that it contains more than five hundred words".
According to a notification by the Department of Personnel and Training under the Ministry of Personnel, Public Grievances and Pensions, an applicant will have to pay additional postal charges "involved in supply of information that exceeds fifty rupees".
There will be no fee charged from a person below the poverty line for providing a copy of the certificate issued by the appropriate government in this regard, it said.
The RTI Act, which was enacted in 2005, covers disclosure of information on almost all matters of governance.

7% D.A hike is expected from 1st July 2012

The Dearness Allowance payable to Central Government Employees and Pensioners is determined based on All India Consumer Price Index for Industrial Workers. AICPI (IW) for the month of June 2012 has increased from 206 to 208.Basing on the calculation, there will be 7% increase and the expected D.A from 1st JULY 2012 is 72%. DA with effect from 1st July 2012 would be officially announced during September/October 2012.

Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13

Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-

• Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.

• The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).

• The Employee has reported his PAN to the employer.

• Employee has reported his income from interest on savings bank account to employer.

• Employee has received Form 16 from his employer.

• Total Tax Liability of employee has been paid off by employer by way of TDS and employer has deposited TDS with central government.

• Employee has no refund claim.

• Employee has received salary only from one employer.

• Employee has not received any Notice from Income Tax Department for filing of Income Tax return.

GOVT PLANS TO SEPARATE POST'S FUNCTIONS

The government is planning to separate the 

functions of policy making, regulations and 

operations of the over 150 year-old 

Department of Post (DoP).

IT said Kapil Sibal has asked for setting

up a body to oversee the unbundling of DoP's 

functions.

An independent body named Postal Development Board (PDB) will be 

responsible for the overall development and governance of the

Postal sector, they added. The PDB will also draw a road-map for

unbundling of postal department functions.

"The idea is to develop Indian postal sector as a full-fledged 
market, bring in more service providers to enhance employment 
and contribution to nation's GDP," a senior ministry official said.

A recent review meeting of the entire sector, chaired by Sibal,
 found that in some European countries' the sector contributes 
between 0.6-0.9 per cent of their GDP.

However, the contribution of the estimated Rs 15,000-crore 
Indian Postal sector is much lower. Private players have been
demanding unbundling of the department's functions for a 
level-playing field and growth of the sector.

At present, DoP -- which has around 5 lakh employees -- is 
the sole body responsible for policy making, regulations and 
providing postal service.

The over 100-year old Indian Post Office Act, which governs
the sector, bars any individual or entity from delivering 
letter for commercial purpose.

The business of private courier companies is built around
delivering documents, parcels and others items which do not 
fall under the category of 'letter'.

Sibal has asked DoP to create a framework to support small and 

medium postal operators and new models to encourage entrepreneurship 

in the sector.

The minister has also instructed DoP to constitute a Postal 
Advisory Board (PAB) which should have representation from
government, industry players, academics and other stakeholders.

The role of PAB will be to provide inputs to PDB on policy matters. 
PDB will be set up under Secretary (Posts) and will include Secretaries 
of Department of Economic Affairs, Department of Electronics
and Information Technology, Department of Commerce and two 
members from Postal Services Board.
